Tashar jiragen ruwan wadda aka kashe biliyoyin Naira wajen gina ta, bayan kimanin shekara biyar da tsohon Shugaban Kasa Muhammadu Buhari ya kaddamar da ita, amma ba ta fara aiki ba.
Da ka shiga tashar za ka ci karo da wani babban karfen daukar kayayyaki masu nauyi a kusa da gabar Kogin Neja.
Karfen yana cikin kayayyakin aiki da aka kawo tashar domin saukewa da daga kayayyaki masu nauyi da aka kawo tashar domin fara aiki tun a shekarar 2019.
Haka kuma a kusa da kogin akwai motar daukar kaya mai nauyi da karamar motar daukar kananan kayayyaki, wadanda a cewar manajan tashar, Usman Bumba, har yanzu kalau suke, kuma ko yanzu aka tashe su, za su yi aiki.
Sai dai abin bakin ciki shi ne duk da wadannan manyan kayayyakin aiki da aka kashe biliyoyin Naira wajen sayo su suna nan a yashe ba tare da an fara amfani da su ba kimanin shekara biyar da kaddamar da tashar jiragen ruwan ta Baro.
A ziyarar da wakilanmu ya kai wurin ya gano cewa tun bayan bikin kaddamar da tashar wadda tsohon Shugaban Kasa Muhammadu Buhari ya yi a watan Janairun 2019 a Karamar Hukumar Agaye da ke Jihar Neja har zuwa yanzu ba a fara amfani da wurin ba.
Bayanai sun ce an kashe akalla Naira Biliyan 5.8 a kan aikin tashar jiragen ruwan wanda aka bai wa Kamfanin Kasar China mai suna CGCC a tsakanin shekarar 2011/2012 wadda ke da filin ajiye kayayyaki masu nauyi har mita 7,000 sannan akwai hanyar tafiya ta ruwa zuwa wajen har kilomita 3,600 sannan yana da girman murabba’in mita 5,000.
A lokacin bikin kaddamar da tashar, tsohon Shugaban Kasa Buhari ya ce wajen zai taimaka wajen inganta ayyukan sufuri a kasa sannan zai rage zirga-zirga manyan motoci a kan hanyoyin mota wanda hakan zai bunkasa tattalin arzikin ’yan Nijeriya da kuma taimakawa wajen rage cinkoso a wasu tashoshin jiragen ruwa.
Manajan Daraktan Hukumar Kula da Tashoshin Jiragen Ruwa ta Nijeriya a wancen lokaci Sanata Olorunnimbe Mamora ya ce kammala aikin tashar jiragen ruwan ta Baro wadda bude wannan tashar jiragen ruwa ta Baro, tashar tana nan a matsayin da take, domin babu wani kaya da aka sauke ko aka dauka a wurin ko kuma wani jirgin ruwa da ya kai kaya tashar.
“Burin da muke shi na ganin an samu ci gaba a wannan wuri, ya fara zama hangen dala, saboda tun kaddamar da wurin babu wani abu da aka yi don gudanar da ayyuka,” in ji Ndagana Mohammed wanda malamin makaranta ne a Baro.
Ya ce, “A lokacin da ake aikin gina wurin, gonakinmu duk an lalata su kuma muka amince domin burinmu shi ne a samu ci gaba a garinmu da yankinmu da jiharmu, amma sai dai da alama murna na neman komawa ciki. Domin ba mu san abin da ke faruwa ba.
“Kusan shekara biyar ke nan ba a kammala aikin titin Agaye zuwa Baro da Katcha ba, wanda hakan na shafar harkokin kasuwancinmu musamman kamun kifi da noma. Amma muna fatan a karkashin wannan gwamnati ta Shugaban Kasa Bola Ahmed Tinubu ayyuka su kankama a tashar jiragen ruwan,” in ji shi.
Kamar Ndagana, shi ma Isma’ila Alhaji Aliyu wanda shi ne kansila mai wakiltar mazabar Baro a Karamar Hukumar Agaye ya nuna damuwarsa a kan rashin fara ayyuka a wannan tashar jiragen ruwa shekara biyar bayan kaddamar da ita.
“Abin akwai takaici da damuwa idan aka yi la’akari da irin kudaden da aka kashe da kuma burin da ake da shi a wajen. A duk lokacin da na ziyarci wurin raina baci yake musamman saboda irin makudan kudin da aka kashe a wurin.
“A lokacin wata ziyara da ya kai Jihar Neja Shugaban Kasa Bola Tinubu ya yi magana a kan tashar jiragen ruwa ta Baro, hakan ya sa nake fatan ya cika alkawarinsa na ganin an fara amfani da wurin, nan da wani lokaci,” in ji shi.
‘Abin da ya sa har yanzu ba a fara aiki a wurin ba’
Binciken da Aminiya ta yi ya nuna cewa bayan ga batun yashe kogin, akwai matsalar lalacewar hanyar mota wadda ita ce babbar matsalar da ke kawo cikas ga fara amfani da tashar jiragen ruwan.
An lura cewa a kan fuskanci matsala wajen zuwa duba ayyuka saboda matsalar hanya da kuma titin jirgin kasa wadanda ake bukata wajen gudanar da aiki a wurin duk sun lalace.
Akwai manyan hanyoyin shiga wajen kamar titi mai kilomita 55 daga Baro zuwa Katcha zuwa Agaye sai kuma hanyar Baro zuwa Muye da ta hada da Gegu a titin Abuja zuwa Lakwaja. hi kuwa Gwamna Abubakar Bello na Jihar Neja a wancan lokaci, ya ce tashar jiragen ruwan ta Baro wata dama ce ta samar da tashar jiragen ruwan a tudu ta kasada-kasa da za ta taimaka wajen daukaka sunan Jihar Nija a duniya tare da da samar da hanyoyin kudaden shiga ga jihar.
Ya ce akwai shirin sayen fili mai girman mita 728 domin samar da zanen yadda tashar jirgin ruwa ta kasa-da-kasa za ta kasance a Baro da kuma samar da wajen ci gaban raya yankin Baro da bunkasa tattalin arzikin al’ummar yankin na Baro.
Murna ta koma ciki
Sai dai ziyarar da Jaridar Aminiya ta kai yankin ta gano cewa a cikin shekara biyar da Gwamnatin Tarayya ta ba da kwangilar hanyar Baro zuwa Katcha zuwa Agaye a shekarar 2009, amma aka kwace a shekarar 2012 saboda zargin gazawa daga bangaren dan kwangilar wajen kammala aikin a kan lokacin da ya kamata.
Kuma an sake ba da kwangilar aikin watanni kadan kafin a yi zaben shekarar 2015, inda aka bai wa wani kamfanin kasar Indiya a kan Naira biliyan 17.5 wanda a lokacin aka kayyade za a kammala a cikin wata 12.
A lokacin kaddamar da aikin a watan Maris na shekarar 2015, an ruwaito Ministan Ma’aikatar Ayyuka a wancan lokaci Mike Onolenmemen yana cewa hanyar tana daya daga cikin wadanda Gwamnatin Tarayya ke son ganin sun kammala domin hanya ce da ta hada tashar jiragen ruwa ta Baro da wasu sassan kasar nan.
Aminiya ta gano cewa bayan fitar da kudaden da Gwamnatin Buhari ta yi hakan ya sa dan kwangilar ya koma bakin aiki sai dai aikin ba ya sauri saboda gazawar gwamnati ta kara fitar da kudin aikin.
Bincike ya nuna cewa akalla kilomita 20 kacal ne na hanyar daga Agaye aka sanya kwalta, bangaren titin zuwa Katcha kuma an share shi ba ce.
Wani masanin ruwa ya ce akwai bukatar kula da yashewar a-kai-a-kai domin rike karfin ruwan. Binciken Aminiya ya gano cewa akalla shekara goma da yashe kogin, amma babu wani aikin kula da kogin da aka yi a Tashar Baro.
Wata majiyarmu a tashar ta ce bayan yasar da aka yi na farko ya kamata a rika kula da yasar duk bayan shekara biyu, amma ba a yi ba tun bayan wanda aka yi na farko.
Hankali ya koma kan Shugaba Tinubu
Masu ruwa-da-tsaki da yawa sun koka a kan halin ko-in-kula da ake nunawa ga tashar ruwa ta Baro inda suka yi kira ga Gwamnatin Shugaba Bola Tinubu ta gaggata yin wani abu a kai.
Shugaban Karamar Hukumar Agaye, Sayuti Halilu Ibrahim ya ce kamata ya yi Shugaban Bola Tinubu ya kafa tarihi ta hanyar tabbatar da tashar Baro ta fara aiki.
“Wannan ne lokacin da ya kamata a tayar da tashar ta fara aiki, abu ne da ya shafi ci gaban tattalin arziki mutane. Ya kamata Shugaban Kasa Tinubu ya kafa tarihi ta hanyar tabbatar da ganin an fara aiki a tashar Baro. Tasha ce mai muhimmanci a Arewacin kasar nan. Muna kuma fatan Tinubu zai tabbatar da hakan,” in ji Suyuti Ibrahim.
A yayin da yake kira a tabbatar da an kammala aikin titi daga Agaye zuwa Baro zuwa Katcha, Shugaban Karamar Hukumar ya ce bayan ga bunkasa tattalin arzikin yankin da tashar za ta yi za ta kuma taimaka wajen bunkasa yawan bude-ido.
Mai martaba Sarkin Agaye Alhaji Yusuf Nuhu wanda ya bayyana damuwarsa kan tsaikon da aka samu na fara aiki a Tashar Baro ya ce, “Lokacin da aka kaddamar da aikin mun dauka nan take za ta fara aiki.
“Hanyar titin ne kawai hanyar kwashe kaya daga Tashar Ruwa ta Baro zuwa tashar ruwa da ke Legas da Fatakwal sannan daga can wuraren zuwa Baro,” in ji shi.
Sarkin wanda ya yi bayani a kan muhinmancin tashar ruwa ta Baro ga Arewa da kasar baki daya ya tuna irin rawar da tashar ta taka a zamanin mulkin mallaka.
“A Baro ana hada-hada a wancan lokaci da ake kawo kayayyaki wasu sassan kasar nan zuwa Arewa. Ana kuma amfani da tashar wajen safarar gyada, auduga da sauran kayayyaki daga Arewa zuwa Kudu.
“Har yanzu ba mu cire tsammani ba duk da ba ta riga ta fara aiki ba. Na san rashin kammala aikin titin Agaye zuwa Baro da amma daga Katcha zuwa Baro tashin hankali ne ga masu ababen hawa musamman a lokacin damina. Haka daga Baro zuwa Muye zuwa Gegu na da muhinmanci ga wannan tasha ta jiragen ruwa domin ita ce za ta hada Kudu da Arewacin kasar nan da tashar. Amma sai dai wannan hanyar na da matukar matsala kuma tana bukatar aikin gaggawa. Har ila yau, titin jirgin kasa wadda aka yi ta tun zamanin Turawan mulkin mallaka don taimakawa wajen zirga-zirgar kayayyaki an yi watsi da shi.
“Akwai titin jirgin kasa da ya hada Baro da Minna da aka gina a 1911, amma aka yi watsi da shi a 1970 duk da muhinmancinsa wajen sufuri a kasar nan” in ji Salihu Muhammed Dagacin Baro.
Ya koka cewa tun bayan da tsohon Shugaban Kasa Muhammadu Buhari ya kaddamar da wannan tasha a shekarar 2019, babu wani abu da aka yi a wurin da sunan aiki.
Ya ce, “Muna ta sa ido mu ga an fara aiki domin bunkasa tattalin arzikin yankinmu, amma abin ya ci tura.”
Akwai kuma damuwa dangane da batun yashe kogin da Gwamnatin Tarayya ta yi domin samar da tashar da kuma fadada girmansa.
Masana na ganin cewa yashewar da aka yi tun farko ba irin wadda ake bukata Katcha ne ya kawo cikas. Amma ana ci gaba da aikin hanyar. Muna kuma fata za a kammala aikin a kan lokaci,” in ji shi.
Sarkin ya yi kira ga Shugaba Bola Tinubu da ya sake waiwayar aikin domin ya tabbatar da an kammala shi.
Ana bukatar hanyar mota da kula da yashe kogin-Manajan Tashar
A lokacin da yake jawabi a kan dalilan da suka hana fara aiki a tashar kimanin shekara biyar bayan kaddamar da ita, Manajan Tashar, Usman Bumba ya ce hanyar mota ce babbar matsala.
“Saboda rashin hanyar mota wadanda suka nuna sha’awar kawo kwantainoninsu gwiwarsu ta yi sanyi,” in ji shi.
Ya kuma ce bayan yasar da aka yi a shekarar 2009 akwai bukatar kula da yasar kogin domin tabbatar da ingancinsa.
Bumba ya kara da cewa dukkan kayayyyakin aikin da aka saya a tashar har yanzu suna amfani.
Ya kara da cewa, “Zan iya fada maka cewa wadanda suke nuna sha’awar zuwa nan su kawo kayayyakinsu, yanzu gwiwarsu ta yi sanyi. Akwai bukatar kula da yasar kogin. Amma duk kayan aikin da aka kawo nan suna aiki,” in ji shi.
