A kokarin farfado da ilimi daga cikin halin ni-’yasun da yake ciki a yanzu, Gwamnatin Tarayya ta kudurin aniyar  dawo da Kwalejojin Horar da Malamai (Teachers Training Colleges, TTC) a fadin kasar nan.
Bayanin haka na kunshe ne a jawabin da Ministan Ilimi Malam Adamu Adamu ya yi a kwanakin baya a lokacin taron kaddamar da kwamitin farfado da ilimi (Kano State Education Promotion Committee) a kananan hukumomi 44 da Jihar Kano ta kafa.
Ministan, wanda ya samu wakilcin Babban Mai ba shi Shawara (SSA) Dokta Abdullahi Baffa Bichi a wurin taron, ya ce shirye-shirye sun yi nisa na sake farfado da Kwalejojin Horar da Malamai a fadin kasar nan da Gwamnatin Tarayya take shirin sake dawo da su.  Ya ce gwamnati kuma tana yunkurin bullo da shirin bayar da tallafi (scholarship) ga duk malamin da ke da sha’awar zurfafa iliminsa a harkar koyarwa don ganin kwalliya ta biya kudin sabulu.  Ya ce tallafa wa malamai ita ce hanya mafi dacewa a yunkurin farfado da ilimi a kasar nan.
A nasa jawabin a wurin taron, Gwamnan Jihar Kano Dokta Abdullahi Umar Ganduje ya ce gwamnatin jihar ta ba kwamitocin da aka kafa don farfado da ilimi a kananan hukumomi 44 na Jihar Kano Naira miliyan 440 don su sayo kayayyakin da za su farfado da harkar ilimi a daukacin jihar.  Ya ce gwamnati ta yi haka ne don ta nuna da gaske take yi a yunkurinta na ceto ilimi daga halin da ya tsinci kansa a daukacin jihar.
Idan za a tuna a shekarar 1998 ce Gwamnatin Tarayya ta soke Kwalejojin Horar da Malamai da ke samar da malamai masu takardar shaida mai daraja ta biyu (Grade II) inda ta maye gurbinsu da Cibiyoyin Ilimi masu samar da takardar Malanta ta kasa (NCE). Gwamnati ta yi haka ne a wancan lokaci don ya zama shi ne mafi karancin takardar koyarwa da kowane malami ya kamata ya mallaka kafin ya koyar a matakin firamare.
daya daga cikin dalilan da gwamnati ta bayar na rushe kwalejojin horar da malaman a wancan lokaci kuma ta maye gurbinsu da cibiyoyin samar da ilimin shi ne wai yadda daliban firamare da  malamansu ba su san komai ba.  Sai dai abin takaici shi ne shekara 18 ke nan da fara wannan tsari amma har yanzu kwalliya ba ta biya kudin sabulu ba, hasalima abin sai ya zama gwamma jiya da yau.  Alal misali, a yanzu za ka iske dalibi dan aji shida a makarantar firamare wanda ba zai iya rubuta sunansa ko karantawa ba.  Gwamnati ta lura ilimi musamman a matakin firamare a kullum sai kara tabarbarewa yake yi da hakan ke shafar karatu a matakin sakandare da kuma gaba da sakandare.
Ilimin firamare dai shi ne ginshiki ta yadda idan ba a samu turba mai kyau ba  zai iya shafar sauran matakan ilimin.  Don haka kiraye-kirayen da wasu suka rika yi na cewa ya kamata malaman makarantun firamare su kasance suna da akalla shaidar karatun malanta mai daraja ta biyu (Teachers Grade II) ne maimakon masu rike da takardar malanta ta NCE.
Shi ma masani a kan harkar ilimi Farfesa Adamu Baike ya ce babban kuskuren da Gwamnatin Tarayya ta tafka tunda farko shi ne yadda ta soke Kwalejojin Horar da Malamai da ke samar da takardar malanta mai daraja ta biyu “Grade II” sannan ta maye gurbinta da NCE a wancan lokaci.  Ya ce hakan ne ya sa har yanzu aka kasa tantance karancin shaidar malanta da kowane malami ya kamata a ce ya mallaka a matakin firamare da sakandare duk da kirkiro Cibiyar yi wa Malamai Rajista ta Najeriya (Teachers Registration Council of Nigeria, TRCN) da aka yi.
A gaskiya soke Kwalejojin Horar da Malamai da kuma maye gurbinsu da Cibiyar kwalejojin Ilimi masu ba da shaidar takardar NCE da Gwamnatin Tarayya ta yi tunda farko babban kuskure ne idan aka yi la’akari da yadda a kullum harkar ilimi ke dada tabarbarewa.  Yadda Cibiyoyin Ilimi suke horar da malamai bai kai yadda Kwalejojin Horar da Malamai masu ba da shaidar (Grade II) suke yi ba.  Alal misali, Kwalejojin Horar da malamai kan horar da malamai ne a dukkan darussan da ake koya wa dalibai a makarantun firamare yayin da a Cibiyoyin Ilimi ake horar da malaman ne a darussan da ba su wuce biyu zuwa uku ba. Ka ga tun a nan an samu bambanci.  Kuma yanzu haka ana samun karancin malamai masu takardar NCE wadanda ke koyarwa a makarantun firamare da na sakandare.
Don ganin an farfado da martabar ilimi tun daga matakin firamare akwai bukatar sake dawo da Kwalejojin Horar da Malamai (Teachers Training Colleges).  Sannan gwamnati ta bayar da fifiko wajen kula da jin dadin malamai.  Yin haka ne kadai zai sa malaman da ke koyarwa su kara zage damtse sannan masu niyyar shiga harkar koyarwa a nan gaba su ma a ja ra’ayinsu ga harkar.  Ya kamata a mayar da harkar koyarwa ta zama abin sha’awa ga malaman da ke aikin koyarwa a halin yanzu da kuma wadanda suke da niyyar koyarwa a nan gaba.  Samun wadatattu kuma kwararrun malamai ne kadai hanyar da za a bi wajen kawo karshen bara-gurbin malamai.
Mu lura idan aka kasa samar da ingantaccen ilimi tun daga matakin firamare, ko shakka babu zai shafi harkar karatu a matakin sakandare da kuma na gaba da sakandare, don haka shawarar da Gwamnatin Tarayya ta yanke na sake farfado da Kwalejojin Horar da Malamai (Teachers Training Colleges) a wannan lokaci abu ne da ya dace.
